Congestion Monitoring
The team has extensive expertise in the collection, analysis and interpretation of GPS sourced data to allow Local Authorities to understand the causes and locations of congestion and develop remedies. We have provided input to many congestion studies providing indicators for LTP, PSA and LAA monitoring, TIF analyses, hot-spot identification and ad-hoc case studies across England.

Scheme evaluation & Model Calibration
Through a number of bespoke commissions, Mott MacDonald has provided statistics and data to evaluate the effects of implemented traffic schemes. The outputs from these studies have been widely used to analyse the effects of, for example, bus red routes, high occupancy vehicle lanes and new road layouts.

Accessibility modelling
Isochrones (lines of equal time) are used in development planning, economic regeneration, social inclusion modelling and to help locate major new developments. GPS based isochrones delivered using real inbound and outbound speeds rather than traditional inferred speed limits illustrates the effect of “tidal” traffic flows. We can also combine results with ONS Census and public transport information, from tools such as MVA’s Accession or Mott MacDonald’s PTAMS, to provide a comprehensive accessibility planning service.

Origins and Destinations
Mott MacDonald has developed a high performance scaleable processing application based on GPS data analyses which captures the origin and destinations of a journey or the turning movement proportions at a road junction. Results generated using these techniques have been used to calculate HGV traffic flows, count local and long distance trips and to calculate the turning movements at junctions.

Route Asset Inventory
The team has supported Local Authorities creating ‘Asset Inventories’ to help understand congestion. We have built-up an extensive archive of data and experience in collecting and processing street assets. The route inventory can hold numerous details about a route e.g. number of bus stops, junctions, loading bays, and parking restrictions. These details can help the Local Authorities to pin-point causes of congestion along major routes and consider remedial measures.


Past Projects



DfT PSA and LTP Monitoring
CJAMS congestion data was validated by the DfT in a number of trials against data from specially constructed Automatic Number Plate Recognition (ANPR) systems. The results analysed by Transport Research Laboratories (TRL) on behalf of the DfT showed that the methodology and data was applicable for congestion monitoring on a national basis. Congestion data has since been rolled out to 200 local authorities in the urban areas of England for PSA and LTP monitoring.

Highways Agency Areas 3 and 4
Mott MacDonald is currently providing network monitoring for HA Areas 3 and 4. This includes macro-scale network monitoring as well as micro-scale junction analysis. This work will be used for network performance monitoring as well as helping to develop schemes for managing congestion. We are now providing support on network monitoring to Areas 2 and 5.

Transport Innovation Fund (TIF) Congestion Monitoring
In 2005, the DfT initiated the Transport Innovation fund and invited local authorities to bid for pilot study status. The West Midlands authorities succesfully bid for resources to investigate the feasibility of a congestion charging system for which CJAMS data constitute a major resource tool.

West Midlands Local Authorities
Development of CJAMS began with production of data for the 2002/03 West Midlands Local Transport Plan. This continues alongside additional bespoke analyses for individual authorities in the West Midlands including Walsall, Sandwell and Birmingham City Council. These projects have produced outputs for monitoring congestion across the whole network as well as providing support for individual schemes.

M42 Active Traffic Management (ATM) and M6 Toll
CJAMS based congestion data is being used by the HA as part of the M42 Active Traffic Management (ATM) Monitoring Study, and for an appraisal of traffic flow changes after the opening of the M6(Toll).

Transport Model Calibration
CJAMS data has been used in numerous Vissim, SATURN, CONTRAM and Vissum modelling projects across the country. For example South East Manchester Multi Modal Study and the proposed Mersey Gateway Saturn models are both using CJAMS data for validation.

CJAMS Implementation and Your Requirements Results can be delivered to you as various types of reports and maps, exported into a range of modelling and statistical package formats or delivered in raw SQL or MS Access database format as required. These can be delivered on-line or via removable media such as CD or DVD.
